Annual EEO Public File Report


 

The purpose of this EEO Public File Report ("Report") is to comply with Section

73.2080(c)(6) of the FCC's 2002 EEO Rule. This Report has been prepared on behalf of

the station employment unit that is comprised of the following station(s): WEPM(AM), Martinsburg, West Virginia, WLTF(FM), Martinsburg, West Virginia and WICL(FM), Williamsport, Maryland, and is required to be placed in the public inspection files of these stations, and posted on their websites, if they have websites.


 

The information contained in this Report covers the time period beginning June 1, 2010 through and including May 31, 2011.


 

The FCC's 2002 EEO Rule requires that this Report contain the following

information:

l. A list of all full-time vacancies filled by the Station(s) comprising the Station

Employment Unit during the Applicable Period;

2.For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including,

if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii)

of the new EEO Rule, which should be separately identified, identified by name,

address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the

Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during

the Applicable Period and the total number of interviewees referred by each recruitment

source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section

73.2080(c)(2) of the FCC rules.

Appendices 1,2 and,3 which follow have been designed, in the aggregate, to provide the

required information. Please note that the numbers listed on Appendix 2 under the

column entitled "Full-time Positions for Which This Source Was Utilized" refer to the

number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed "filled" not when the offer was

extended but when the hiree accepted the job offer. A person was deemed "interviewed"

whether he or she was interviewed in person, over the telephone or by e-mail.

1: August 6, 2010: Cathy Slemenda, Administrative Assistant of Prettyman Broadcasting Company, attended the Job Fair at Kaplan University in Hagerstown, Maryland. It was sponsored by the Herald-Mail Company and the Washington County One-Stop Job Center, both located in Hagerstown, Maryland. The fair hours were from 10am-1pm. Approximately 50-60 attendees visited the Prettyman Broadcasting’s booth and 39 resumes were returned to the office.


 


 

2: October 25, 2010: Cathy Slemenda, Administrative Assistant of Prettyman Broadcasting Company, participated in the 2010 Congresswoman Shelley Moore Capito Job Fair. The fair was held in the main ballroom of the Holiday Inn in Martinsburg, West Virginia, directly across from the Congresswoman’s field office. The fair was open to the public from 9am-1pm. Job-seekers were invited to attend seminars from 9:30am-10:30am featuring resume-writing and helpful interview tips. Thirty-six participating employers and agencies were in attendance.


 


 

3: Wednesday March 2, 2011: Career Development Center of Shepherd University in Shepherdstown, WV hosted a job fair at their Wellness Center on campus. The fair, titled CareerFest Job & Internship Fair 2011, was attended by Cathy Slemenda, Administrative Assistant of Prettyman Broadcasting. From 11am-3pm students interested in full-time and part time employment, as well as internship opportunities, were in attendance.


 

 

4: March 26, 2011: Norman Slemenda, General Manager of Prettyman Broadcasting Company, attended a seminar sponsored by the West Virginia Broadcasters Association. The seminar was presented by Dave Barnette on the requirements of the Federal Communications Commission’s Equal Employment Opportunities regulation. It focused on Social Networking, IT Policy, and Employee Sexual Harassment; it presented, to management level personnel, methods of ensuring equal employment opportunity and preventing discrimination. Topics such as age, disability, gender, race, religion, veteran status were among a few discussed. Mr. Slemenda represented WEPM-AM, WICL-FM and WLTF-FM employment department.


 


 

5: April 7, 2011: 2011 Career Fair/Job Fair hosted by Blue Ridge Community and Technical College, from 3:30pm-6:30pm, was held in the Atrium at the college located at 400 West Stephen Street in Martinsburg, WV. Blue Ridge Community and Technical College, Chamber of Commerce of Martinsburg/ Berkeley County and The Journal sponsored the fair. Approximately 75 people stopped by the Prettyman Broadcasting booth and 17 resumes were collected. Cathy Slemenda, Administrative Assistant of Prettyman Broadcasting Company, was in attendance.


 


 

Participating in job fairs has proven to be a successful way for Prettyman Broadcasting Company to communicate, to the general public, the many different career opportunities available in broadcasting.


 


 

Prettyman Broadcasting Company also gives tours of the radio stations to local organizations. On June 10, 2010 Jeremy Scott, Assistant News Director for WEPM/WICL/WLTF, conducted a tour of the facility for Boy Scout Troop 42 of Charles Town, Ranson, WV. At 6pm on Tuesday, November 2, 2010, he also hosted a tour of the studios to seven members of the Hedgesville Cub Scout Troup of Hedgesville, WV. On December 29, 2010 two members of Tiger Cub Pack 29, along with three other people, stopped by the studios. Krystle DeMeritt, Traffic Director, showed them around and explained the various employment opportunities in radio broadcasting. Jeremy Scott conducted two more tours, on February 23 and February 24, 2011. Tiger Cub Pack 16 of Marlowe, WV toured the studios on February 23, 2011 at 6pm. In attendance were three pack members and five other guests. Thursday, February 24, 2011 he showed the facility to over seventeen Boy/Cub Scouts and fourteen others from Martinsburg, WV. April 14, 2011 at 6pm, seven young men and seven adults with Cub Scout Pack #19 from Arden, WV were also given a tour by Jeremy Scott. It is explained during each tour how our facility benefits the community and the different jobs it takes to make it happen. Not only do participants get to see the inner workings of radio but also they are informed of the many career opportunities radio has to offer.


 


 


 

Prettyman Broadcasting Company has set up an ongoing recruitment effort utilizing all three radio stations, WEPM/WICL/WLTF. This includes, but is not limited to, running two announcements every day on all three stations informing the public about some of the opportunities for a career in broadcasting. These announcements include a request of groups or organizations to contact the station if they would like to be notified when the stations have specific job openings. In addition, the company posts the same scripts on its websites.

 

Prettyman Broadcasting Company is a high-profile business in the community. We are very active with many local non-profit organizations. Our involvement includes, but is not limited to, making guest appearances, acting as Masters of Ceremony, promoting their events in person and on the air. Also, interacting with commercial business leaders to discuss their advertising strategies, we have established successful relationships with many community leaders. General Manager Norman Slemenda is on the Board of Directors for Martinsburg/Berkeley County Chamber of Commerce. He also serves on the Board of Directors for Berkeley Community Pride, interacting with other members of the community, as well as local Boy Scout and Cub Scout Troops who volunteer on the county recycling days. He sits on the Board of Directors for the Boys and Girls Club of the Eastern Panhandle. This brings together members from clubs in not only Berkeley County but also Morgan and Jefferson Counties, WV. He sits on the Board of Directors for Main Street Martinsburg and its Promotion Committee. He is actively involved in the United Way, The American Cancer Society, and other fund raising activity in the Eastern Panhandle. Prettyman Broadcasting receives many recruitment referrals from the different people connected to these organizations.


 

Prettyman Broadcasting Company’s AM station, WEPM, airs an hour-long program Monday through Friday, 9am-10am, titled Panhandle Live. Panhandle Live covers many issues concerning local, state and national concerns. Panhandle Live has hosted many elected officials, from Martinsburg's Mayor, Berkeley County's Sheriff, County and City Commissioners, West Virginia's Governor to presidential hopefuls. It has also hosted many agencies, among them Workforce West Virginia representative Nic Diehl, representatives from Social Security and Eastern Panhandle Hospice. The program also addresses local school issues. The WV State & Berkeley County Schools Superintendents have been guests on Panhandle Live numerous times, discussing issues ranging from overcrowded class rooms, teachers' salaries and the various problems schools are faced with daily. Area high school coaches are normal guests during their seasons to bring awareness to the community on the progress of the student athletes and the individual programs. Panhandle Live also reaches out to the community officials by addressing topics including recycling, zoning, growth impact on schools, highways, water, to name a few. This has also proved to be a great source of recruitment referrals.


 

WEPM-AM also airs a half-hour program Monday-Thursday titled Breakfast with Lesley and Jamie. The program is hosted by Lesley and Jamie Lopez, local real estate and financial advisors. The program focuses on upcoming events, entertainers, and local artists. This program not only makes the community aware of the happenings in our area but also touches on the different roles and employment opportunities radio has to offer.


 

Every Friday from 8:30am-9am WEPM-AM airs Community Impact with Peter Corum and Fred Blackmer. The weekly program focuses on issues that affect Jefferson County and West Virginia. Hosts Peter and Fred brand themselves as concerned citizens of West Virginia. Guest range from Jefferson County Commissioners, local business leaders, and various non-profit groups. They cover topics ranging from politics to sustainable food in Shepherdstown, West Virginia. Every Friday they welcome guests to the WEPM studios to get the inside scoop on the issue of the week. Often they follow up with guests throughout the year as the issues continue to develop or evolve.


 

Prettyman Broadcastings News Director Hans Fogle participated in the 2011 Rosemont Elementary School Career Day on April 14, 2011. Mr. Fogle presented not only his career and the vital part it plays in business and community but also the many careers radio has to offer. In attendance were four groups of 20-25 second-grade students. Each group was shown demonstrations, visuals and hands-on activities that illustrated what a news director's job entails. He also spoke about the educational requirements necessary for a career in broadcasting.


 

Prettyman Broadcasting Company is a primary sponsor of the American Cancer Society Relay for Life. We broadcast live from the annual two-day Relay and serve as Master of Ceremonies. Prettyman Broadcasting is also a primary sponsor of the American Cancer Society Active for Life Program. Many contacts are made within these two organizations, not only business opportunities but also a great way for the staff to be involved in very worthwhile community events.


 

On April 26, 2011, WEPM-AM New Director Hans Fogle was a guest speaker for Professor Cecilia Mason's News Practicum Class (COMM 348) at Shepherd University. Mr. Fogle, a Shepherd University graduate himself, returned to talk to the class about his experience as a journalist and to answer questions about the radio industry. He brought along some of the tools of the trade to share, as well as some samples of his work. Professor Mason invited Mr. Fogle back to speak at a future time.


 

Prettyman Broadcasting Company also offers internships to college and high school students. Anna Lopez, a student at Martinsburg High School, started her internship with Prettyman Broadcasting in May 2011. In May 2010 Samuel Frye, a student at Virginia Tech, and Denver Gaydon, a student at Alderson-Broaddus College, joined our intern program and continued through the summer of 2010. They worked closely with the office and sales staff, news department, and on-air programming. Internships are a wonderful opportunity for Prettyman Broadcasting and the students. The students learn firsthand about the inner workings of broadcasting. Prettyman Broadcasting also benefits from the intern program. By working with these students we learn what is being taught and expected of our future broadcasters.
